Parking Ticket when not the owner of the Car

Hi Moneysaving Experts,

My friend sold his car in February this year as a part exchange and gave all the documents to the garage and sent off that he was not the keeper. This month November he has received a letter from a solicitor DCB collections saying he is liable for a parking ticket in May when he was no longer the registered keeper. He has sent them all the documents including a letter from the DVLA to say he is not the registered keeper but they are saying he is still Liable and will send the Baliffs to recover the debt.
What can he do ?, any help with this matter gratefully received.

We use many acronyms on the forum (it's one of the ways we cope with the daily onslaught and the typing we have to do), but you can find most of them detailed in the NEWBIES FAQ Announcement, fifth post.  Please take a look, make a note (or screenshot) of them for future reference. 
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Only a court can do this after exhausting every other option.
