Water bill reduction

My son lives alone in a studio flat in Bristol, he's in a wheelchair and on benefits. Wessex water can't fit a meter as it's a block of flats and will not reduce his bill without a meter. He has asked about an assessed charge bill but they say he has to go through another agency such as citizens advice to do this. They say to go to water board. He doesn't have a washing machine, dishwasher or anything like that and is paying a huge bill due to not being able to have a meter fitted. Any help or advice welcomed

On reading there are two different schemes:
1) Water Sure Plus that a person needs a meter for.
2) Assist that helps people on low incomes. (many benefits are disregarded and do not come as income)
With option 2 I don't think you need a water meter.
