Breech of Distance Selling Regulations? Report to who?

I came across a company recently which had this in their T&Cs:
If you chose to have a refund, your card will be re-credited the full amount less additional non-refundable delivery charges such as next day delivery, Saturday delivery or European delivery and a 15% administration fee will be charged for restocking.
Restocking fees are, I believe, illegal under the Distance Selling regulations. I advised the company but, surprise, surprise, they didn't respond.
