Breech of Distance Selling Regulations? Report to who?

I came across a company recently which had this in their T&Cs:
Searching the address turns up:

www.kevco.co.uk
www.sexyandnaughty.co.uk
www.kevco-europe.com
www.costumeland.co.uk
They're based in Carlisle, Cumbria. Anyone know who I report them to?
In the meantime, caveat emptor.

If you chose to have a refund, your card will be re-credited the full amount less additional non-refundable delivery charges such as next day delivery, Saturday delivery or European delivery and a 15% administration fee will be charged for restocking.
Restocking fees are, I believe, illegal under the Distance Selling regulations. I advised the company but, surprise, surprise, they didn't respond.Searching the address turns up:

I wonder,some companies are going to get stuff sent back thats not as new-perhaps this is what they are clumsily trying to avoid..0

Maybe. But if I understand the DSRs correctly companies are not obliged to accept returns on good that are not as new, though boxes may be opened to inspect the goods in most cases.
Restocking fees though are not allowed for goods that are as-new. The lack of response from the trader would suggest they're not interested in being compliant.
