Denied boarding compensation - Vueling not paying out - is this deliberate?

In August I was denied boarding on a Vueling flight from Barcelona to Gatwick due to overbooking (there were 20 more passengers than available seats!). I applied for compensation immediately using their website (which in itself was overly complex as my original booking number did not work and I had to use the new reference from my rebooked flight) however, over three months have passed and I have still not received my compensation

I have tried phoning and emailing them repeatedly. In October they claimed that the refund had been paid, and that they would send me a proof of payment so that I could raise it with my bank. This proof has yet to materialise. I have called and emailed many times since then, only to be given the same nonsense response. When I ask to speak to anyone more senior, I am fobbed off. 

I tried to raise a complaint with the CAA but the form was rejected due to UK/EU Brexit reasons. 

I have two main questions:

1) Any advice as to how to make them pay what I am owed? 
2) Has anyone else had a similar experience? Given how long and complex this process is, I am wondering if this is in fact a deliberate ploy on their behalf to avoid paying up?

    Such refunds are always paid to the source of payment for the original purchase, can you confirm that is where you're expecting to receive it..?

    We aren't an airline, but that may not be the case if the compensation is higher than the original payment. Our systems are set up to not allow this unless either the finance manager or myself authorise it.

    This will need to be raised with the Spanish regulator. I will find information later on request if required.

    The original booking was via BA, and when I applied for the denied boarding compensation (which is a flat fee, and slightly less than the flight cost) they requested my bank details for the payment, but it never arrived.
