When I made the suggestion my intent was than an MP could help (i) to ensure that the marriage visa was processed within a reasonable amount of time; (ii) to make arrangements for the visa to be collected from a British embassy outside Russia, perhaps in Turkey. There is nothing illegal about this, although it may not be possible.
