Pretty much every account that states monthly interest.

I've got accounts with Atom, Vanquis, Hodge & Masthaven (who no longer offer accounts) that do this. Pretty sure Paragon are another, not had a fix, but their instant access pays out to external accounts

Sure YBS & post office also which I've had in the past

As a quick check, I looked at the 3 top 1-year Fixed Accounts from the MSE Top Accounts .... not one of them allows monthly withdrawals from the monthly option!

Lately, accounts being offered seem to come and go so quickly, so it's hard to recommend a specific list of banks that have current suitable offers. Have a look at the likes of Coventry, Charter, Gatehouse and Oaknorth ... they have all offered monthly interest pay-outs to external accounts in the past, and often appear near the top of interest charts.

Aldermore are currently paying 4.27% on a one year fixed rate bond - interest paid out monthly to a linked external account.

You need to distinguish between making monthly withdrawals and having your monthly interest paid away.

Withdrawals of any sort (except death of account holder) are not permitted on any fixed term non-ISA savings account. Having your monthly interest from a fixed-term account paid into a separate account is available with just about all of the fixed term accounts. Very few of them won't allow it.

I checked the top of the current top accounts on MSE, and it certainly does offer interest to be paid away. It's ever so easy to filter the monthly interest payers on Moneyfacts, and then with one click establishing whether interest can be paid away.
