Council Tax Relief

I've been told that we can get Council Tax relief,because my wife has been diagnosed with Mixed Dementia. She has been getting the higher rate of DLA for a long time. To get the CT relief Attendance Allowance is required. The DWP says you cannot apply for AA,if you're already getting DLA. What do we do now?
