New EPC to get D rating?

I was looking into getting free cavity wall insulation and loft insulation because we have no cavity wall and little loft insulation.
Apparently though I don't qualify because my EPC is a C rating. Looking closer at it, it's assumed I have both these things when I don't.
Hardly seems fair I can't get it now because the assessor made an incorrect assumption.
Can I get a new EPC done and get it marked down to a D if I explain these things are not present?

i would phone up the assessor and have a chat with them. they have to make assumptions about things if they can't see them to check but i would think if you TOLD them you dont have cavity wall insulation and want the EPC to get it then they should really note that you dont have cavity wall insulation?
here is a guide (tho depending on when your epc was done you will probably need a new one. it means if that one is also wrong you can get it corrected)
