Just an idea, I don't know if possible, but can you ask Admiral to block the offender's IP address, or even your residential address given the frequency?

It is not just Admiral, the fraudsters are using multiple different insurers. Each time they apply for a policy using partially made up and partially my details they use a price comparison site, then they take out the policy that gives them finance, then do not pay the finance. The first I usually hear of it is when a policy appears as a debt on my credit report, although sometimes the searches show up first (I do not pay for the CRA reports, so only get the monthly free ones), I then have to raise a complaint (which they initially refuse to accept, hence me getting the £150 each time) via the FOS and after 4-6 weeks it all gets removed.

Are they consistent in their use of one aggregator?
Is it always the same vehicle registration?

Different agregators. I have only seen the registration twice, the other times the insurers refused to give me any details. One was a brand new high end Audi, the other was a second hand one year old AMG Merc.
  • Can't you put some kind of block on your credit record? No new finance products.

There's no obligation for an insurer to check the CRAs and only a minority do so pre-sale. More will do it post sale as part of their counter fraud activities but it's still far from all. Just look at the list of membership to CIFAS, you'll note the absence of many household names in the insurer and broker arena.
  • I suppose it's cheaper to pay out every time than to not give out fraudulent policies.

It somewhat depends on what the fraud is... policy fraud (rather than claims) ranges from those that say they keep their car in a garage over night when in reality its always on their driveway through fully bogus details to unauthorised brokers.

Its been a good while since looking at counter fraud but it was almost exclusively done post sale rather than bombarding third party systems etc with a request each time a request for quote comes in... given how many quotes are done on confused.com etc everyday if the 100+ brokers/insurers etc did a call for each one of those I'm not sure how long the systems would stand up for.

The other advantage is you can say it was fraud and load to CIFAS etc, at quote stage someone could claim they were just doing a quote with them declaring themselves a doctor out of curiosity and had no intent to buy so its not fraud.
