Exchanging paper licence for photo
Just filling out the D1 form to exchange my 30 year old paper licence with a new photo licence and need help on one of the questions.
I am also changing my address and this is a free service but changing a paper licence for a photo one is £20, i am doing both of these?
Should i just send them the £20 and they can either cash it or not?

It says change of address on paper licence is free, but they will only then re issue a photo licence so i assume that means no charge?0

Copied from DVLA site concerning changing paper licence to photo card......DVLA will aim to send your driving licence within 3 weeks. It may take longer if your medical or personal details need to be checked.
You’ll need to:
- have your driving licence
- be a resident of Great Britain
- meet the minimum eyesight requirement
- not be prevented from driving for any reason
- pay £20 by MasterCard, Visa, Electron or Delta debit or credit card
- have a valid UK passport or another form of identity
- have your National Insurance number (if you know it)
- provide addresses of where you have lived for the last 3 years

Who has a cheque book?Most people have one somewhere. You won't believe how much a Postal Order costs!(12.5% of the value, so that is £2.50 on top of the £20)I want to go back to The Olden Days, when every single thing that I can think of was better.....

It seems it might be free because i am exchanging a paper licence for a photo one although a fee is payable if you want to change address ( which i do) do i pay or not? will the post office know?0
