When third surveyor can't make the award, Should third surveyor need to make an official document similar to award where he can state his reasons for not been able to make award? or We just need to consider his email as rejection and appeal in the court?

Having a third surveyor is a pretty unusual circumstance and is beyond my experience of the PWA at work. I'm not sure you're going to get much of answer. We have had a PWS on the board in the past but not recently, I don't think.It doesn't really help that there is zero context to your posts.Everything that is supposed to be in heaven is already here on earth.

You're going to have to elaborate a lot more than you have done if you're going to want your day in court, so you may as well start now.
And who knows, you may get some free advice for your effort.
Otherwise, I'd go to a solicitor and let him charge you £200 an hour to tease information from you.
