Inside of bedroom window dripping with water from the top

Ever since we had the bedroom plastered years ago, we've had condensation and damp in the room.
We have now located where we think the source of the problem is.
At the top of the window, it's absolutely soaking wet and feels near-freezing. And water droplets are falling down the frame and the edges.

What appears to be the issue,? And how can we fix this?

Cold spot. Poorly fitted/sealed window causing condensation. The blind is blocking it and trapping the cold air. Is there a draught up there?Everything that is supposed to be in heaven is already here on earth.

I had similar that turned out to be the exterior mastic seal around the window at the top that needed resealing (even though it actually looked ok at first glance)0
