Sorry, I was at work!
Something like 43p/kWh for electricity and 12.5p/kWh for gas would work out at £3000pa, if the standing charges don't change by much.
(In other words, I agree with What_time_is_it.)
EDIT: Here is my calculated "Ofgem cap" tariffs based on Cornwall Insight's latest figures:
