German Low Emission Car Sticker

Driving over to Cologne, Germany next week (Thursday) and realised I need a green low emission sticker to enter the urban area. I fear I may struggle to receive the sticker in time if I order it in the post, unless somebody can tell me they received it quickly or had one issued in the UK? I've also been told I can buy them from TUV SUD garages once in Germany, but they seem to shut around 4 / 6pm, and I may arrive slightly later that this. Anyone got any ideas?

It looks as if they are only available by postTUV SUD who you mention seem more expensive and it also arrives by postIt looks like there are 80 Euro fines for entering zones without a sticker.
