Our third surveyor couldn't  able to make party wall award.Adjoining owner's surveyor sent us the bill of 6000.Can i dispute this directly in court without going to third surveyour?

We are not satisfied with third surveyor's justification on for not able to make an award. Is there a way we can appeal? What are options as building owner?
