Incredible disappearing penalty notice!

Hi all,
I bought a 3 hour ticket by mistake and overstayed by an hour . I came back to find a penalty notice on the car and realised what had happened. I then popped into the public loo there, leaving the notice on the windshield. When I got back to the car it had gone! No idea what happened, someone's idea of a joke maybe?
I think I am unusual here in that I fully intend to pay it but without the actual notice I can't. I checked with the council by email and they don't have my reg, the parking stub says LPS so I guess it's them but their system is automated and I can't do anything without the reference number.
Had this happened to anyone else?
Having read some of the threads on here maybe I should wait to get a communication from them and appeal anyway!

Someone's pulled it off the car. If the parking firm are to chase you as the registered keeper, you should get a letter between day 28 and day 56 if they wish to invoke keeper liability. Otherwise, if they only wish to chase the driver, they have 7 months after the parking event - 6 months to get the data from the DVLA, then a further 1 month to issue the Notice letter.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

You may have been the victim of ghost ticketing where a PCN appears on the windscreen, is photographed by the parking person, then gets removed by a person or persons unknown.
Can you think of anyone who would benefit from removing said PCN?

That's what I was thinking, some sort of scam but who and why? Usually the parking weasel. Means he won't face confrontation from the motorist, it could be up to two months before the motorist knows anything about it, by which time the -40% bribe, masquerading as a 'discount' is no longer available, weasel on a percentage of tickets paid earns more from £100 than they would do from £60.nosuperwoman said:

If you didn’t actually look to check it was a real PCN it is possible it could have a joke as prank PCNs are available to buy even on Amazon. Whilst waiting to see if you get any letters you could pop back and see whose car park it is and get photos of all the signage which could be useful if you need to defend3

There is only one person or persons who stand to gain by carrying out such a jolly jape.
It's impossible to prove without witnesses or photo'/video evidence, but ghost ticketing has been caught on camera once to my knowledge.
If the keeper does get a PCN through the post, Plan A is always a complaint to the landowner and the keeper's MP.
Come back to this thread if you do get a NTK, but do follow the excellent advice above and get photos of the site and signage before anything changes.I married my cousin. I had to...I don't have a sister.

Yep, wait for the NTK. Make sure your logbook has your up to date address on it!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
