Hi,
I've ordered some headlamp bulbs on eBay and have received a cheap and nasty junk jewellery bracelet. I recall reading somewhere about something like this being some kind of scam. I paid through eBay originally and they sent an email saying payment did not go through can I try again and so I paid again through eBay but by Apple pay. It jus doesn't seem right. 
Any ideas?

I hadn't realised previous post had submitted apologies.  It just kept loading screen.

Does it show up in your completed orders? If so ask the seller for a tracking number / proof of postage. If they can't provide one or the tracking number corresponds to a wrong item then file a dispute with ebay within 30 days of the delivery date or preferably the order date.

Just go to your eBay orders page and send a message via eBay. Always contact sellers or buyers via the eBay messaging system, never directly. Then you'll be 100% guaranteed for a refund. 

That's all you have to do, really. Everything via eBay.
