£400 Energy Discount Houseboat

Does anyone know if or how those living in a houseboat will get the £400 discount? I live on a houseboat in a marina and we pay the marina for our electric. They are never forthcoming with help or money and I feel its up to us to investigate how they will help us out.
The gov website doesn't offer much help, just that we will get it. The first payment has gone out to those in homes etc but what about the rest of us? Any help or advice is appreciated.

Still nothing announced. All we know is that you don't qualify for the scheme that's already running.2
