Council tax reduction for disability on second property, which I do not occupy?

Hello experts.
Due to my recent disability I receive a council tax reduction.
I own a second property and before I was disabled I let it out as a landlord.
I now have to sell it due to my disability and I have received my first council tax bill on this second property now that the tenant has moved out.
My question is, am I entitled to a reduction in council tax on this second property?

My understanding is not - some council websites are explicit that this only applies to the sole/main residence. eg https://www.glasgow.gov.uk/index.aspx?articleid=17277
But a banker, engaged at enormous expense,Had the whole of their cash in his care.
