lost EU licence UK resident

Posting here in the hope someone can help! The DVLA are no help! Lost my EU licence issued in Spain a few months ago. I am a UK citizen and transferred my GB licence to a Spanish one whilst resident there for a few years. Back in the UK and have been resident for 12 months. To complete form D1, I need to get a certificate of entitlement from Spain to prove my driving entitlement which is proving impossible! I have found form D9 but the guidance isn't clear. I have tried to call the DVLA several times but they are always too busy to take calls! When I email they reply with a generic statement advising I need a certificate of entitlement, Hoping someone can offer me some advice on how to proceed. Thanks in advance.
