Cumberland BS fixed rate ISA ?

Looking for a 2 year fixed rate ISA and came across The Cumberland BS which seems to be the highest at 4.75% but is there a reason it is not mentioned on the Martin Lewis Top picks?

The Cumberland BS today has a 5-year taxfree ISA at 5.05%. For a toprate taxpayer, that's 9% gross, guaranteed, riskfree, for half-a-decade. Suspect that's going to be the absolute best saver in the whole UK in the present interest-rate upcycle.

5.05% Fixed Tax Free(3)/AER(2) until 28 March 2028 - 5  1/4 years plus potentially couple of xtra weeks for some customers who have earlyish branch appointments

Makes a change for Cumberland to offer anything decent tbh. I wonder if they had big savings outflows and needed to get some cash in the coffers without going "national"
