british gas chasing a bill thats not mine

My Daughter has been renting a flat for 4 months and British gas are chasing me for a bill for a meter that's no longer there. The block of 4 flats had a sole gas supply paid for by the landlord. The property changed hands and each flat has its own supply. She currently pays gas and electric via a prepaid card/key and there both in credit. British gas has been billing her about £12 a month (roughly the service charge) and on the 3rd month said they will be instructing bailiffs. Having had a good look around the building I have found the enclosure for the main supply and the meter is no longer there. unfortunately, she lives in flat A and they've decided it's the billing address. My daughter has servere complex PTSD, eating disorder and other mental health issues. She tried to overdose for the 3rd time last spring and is currently living with us while recovering from 2 breaks in her leg and is frightened to go home in case bailiffs show up. I am at my wits end on trying to support her and have lost count to whom i have spoken, constantly going round in circles and getting no where. I have tried, the billing number, complaints number, live chat, whatsapp messages, letter to customer complaints (signed 1st class, monday 31st, and its still not signed for), emails to customer complaints and ofgem.

Raise a formal complaint using the channels on their site. Don't use signed for post as it won't get there. Make sure the complaint is submitted by your daughter, not you.
You can only to Ofgem after 8 weeks if not resolved or no reply.

Might help to include a photo of the meter enclosure with your written complaint, and also some proof of your daughter's existing PPM account and the associated meter.
Assuming the account is in your daughter's name, why are BG chasing you? Unless you have a registered authority from your daughter to manage the account on her behalf, they won't respond to you about it for data protection reasons.
Bailiffs would not turn up unless instructed after award of a CCJ. They will just be debt collectors, who have no power of entry whatsoever, and can just be told to go away by your daughter.No free lunch, and no free laptop0
