I received a PCN from UKCPS as the registered keeper of a vehicle but I was not the driver.  

I appealed using the template as there was various pieces of information missing and particularly pictures did not show my vehicle clearly enough to confirm its identity.  They have since replied with pictures showing someone getting out of the car and timestamped pictures of 7 minutes of "parking."  They are claiming private land and a virtual permit was required to park there and are asking for £100 from me as the registered keeper.

What is the next strategy here?  Do I reply and state I was not the driver and inform them I am under no obligation to name them?

I understand as a member of the IPC there is little to no point of appealing further.

    We sincerely hope that you are au fait with the need to respond to the final Government Public Consultation? Hopefully - amongst all the political disruption - it will be open later this year and at least into January.
