    This sounds like they are possibly oversubscribed and can set a high bar for new tenants and therefore call the shots.

    Is it in a wealthy area?

    If they can fill the flats with those who CAN prove sufficient funds in liquid assets then why would they take a "risk" on someone who can't (yet)?

    It's just business, sadly.
