Reply to the BPA and tell them the appeals are irrelevant to the complaint, which is that one of the keypad machines is broken. Tell them you did not ask for a lecture about losing at POPLA, you wanted an investigation with ParkingEye about your evidence if the broken keypad system. Not keeping systems in good working order is a breach of the Code and that's what you want investigated.

A local councilor has made huge efforts to let Parkingeye cancel the second PCN and also requested to cancel the first PCN as well.
The dishonest Parkingery tried to allure me accept cheap offer of £20 for each ticket, from full amount to £40 each, then to £20. Surely I won't accept and I am determined to take the case to court. They should apologise to me for all of my time wasted on it. They may cheat me once. How can they cheat me twice? I almost assumed that I may put a wrong vehicle number plate or clicked a wrong button during vehicle registration that brough the first PCN
It is unbelievable the dishonest Parkingeye don't want to cancel the ticket this moment as I have made appeal and brought more cost to them. This company should be fined by court for breach of practice code as that faulty computer/terminal has done error for long time in the hospital.
Also the so called POPLA is kind of joke. Popla haven't made any comment on what I stressed that the computer/terminal is faulty and there is no any proper investigation although I requested CCTV image check. POPLA is relaxed now and no need to make decision on the second PCN appeal to them as Parkingeye cancelled the second PCN1 -
Finally Parkingeye did the right thing to have both pcns cancelled. Thanks for all the help and advice4

Well done fir getting it cancelled by being tenacious!
And we sincerely hope that you are au fait with the need to respond to the final Government Public Consultation. Hopefully, it is anticipated that it will be open by January.

I can confirm that ParkingEye is a member of our Approved Operator Scheme which means that they are required to adhere to our Code of Practice. Our role is to investigate alleged breaches of our Code of Practice where evidence can be supplied – we cannot become involved in the appeals process or compel our members to cancel charges.
I note that you have appealed to the operator and to POPLA who have both rejected your appeals which means that you have exhausted the appeals process. As POPLA is an independent appeals service, we are unable to become involved and we cannot compel them to overturn a decision.
If you believe that there has been a breach of our Code of Practice by a member of the Approved Operator Scheme you must submit your complaint using our dedicated online complaints portal.
Submitting your enquiry or complaint via our web portal will allow us to obtain the required information to thoroughly investigate. The portal will also provide you with an instant reference number which enables you to track the progress of your complaint.

Thank you very much. I made complaint to parkingeye yesterday and emailed to enforcement@parkingeye.co.uk this morning.
DO NOT try POPLA for the second one, just do the complaint. If you get no joy, ask your local MP to step in and email the hospital to tell them about the faulty keypad and to lean on them and ParkingEye to cancel it.
The complaint from the MP might do well to also copy in the BPA, as well as ParkingEye:

The second one there is Sara Roberts, Head of AOS at the British Parking Association. Your MP may want to take it up with her directly.
MPs assist with these disputes and parking company bullying all the time, honestly. It is a hot topic with the new Code of Practice and regulation of the parking industry looming.
