You say that your husband died in 1994 while you were abroad.

Had he been working in the UK up to shortly before you left?

Had he been contracted out of SERPS?

What does your SP letter for the current year show as your entitlement in respect of Full Basic/Additional State Pension/Graduated Pension?

Were you aware of any change in your SP in 2015 when your husband would have reached SPA?

No change in 2015.  Letter dated 30/01/21. States: basic pension £137.60. Pre 97 additional SP £145.50 Gratuated retirement Benefit £5.21. 
I returned to UK 2017.
After my husband died I received widows benefit until my daughter turned 18

This letter appears to relate to the tax year 2021/22.  £137.60 was BSP for that tax year.

Did you not receive a letter concerning increase in benefits for the current tax year (probably in late March?

Presumably you have your SP paid into your bank account.

Have you checked your account for the amounts received pre and post April this year?

How long were you and your husband living and working in the UK before going abroad?

Were you/he in highly paid, contracted in employment before you left?
