Cold windows

Hoping people can provide suggestions for cold air getting in through windows.
I live in a high rise apartment. Modern windows but recently, when I put my hand close to the windows (within the width of the window sill), there is an obviously difference in temperature. The window frame itself (I think, vinyl) is noticeably cold to touch. I have felt around the seals of the windows and I can't find any obvious failures. It just feels like the whole seal is letting in cold!
I'm renting, so I can't do anything major to the windows. Is there anything I can do or apply to the windows to provide a second seal to try to stop the cold air leaking into the flat? It would have to be something that I can remove without any damage.

I think you have to establish whether there is cold air getting in, or whether you are just feeling the movement of cold air near the window. A burning incense stick can be useful for seeing where draughts are coming in, and testing on a breezy day will reveal any problem areas more quickly.
The windows shouldn't be leaking cold air. You should carefully check the window seals on the worse windows. The chances are that any faults will be found on the other windows, but perhaps to a lesser extent. The window seals can be replaced, but care needs to be taken to by a similar dimension of seal to the failed ones, and ones that are too large can lead to other problems.The comments I post are my personal opinion.
