Quick question, is this legal, its a red dot on a white background, thanks

Do you have a better picture? The red dot doesnt look a solid colour and so could be a blue circle with red X and border

Plus where is it? Roadside? Car park? or...?

its a solid red dot definitely  , its on a roadside it a public space on the highway  i have attached a better pic of the area, thanks

thats the only sign, i thought they had to be on a yellow background on public highway, any its not a no parking symbol just a red dot

As it is Local Authority land, that does not look compliant at all but ask the experts on pepipoo.com.

First of all though, check if that set of bays are within a Traffic Management Order, just in case in fact this is just private land mimicking a sign.
