Council tax on garages

If I were to buy a garage unattached to a property would I pay council tax on it?
if no, would the answer to the question change if I converted it into a living area.

If you converted it to a house then you'd pay council tax. If its uninhabitable then you wouldn't1

No, because a garage is not a living space or a home.Officially you should not be living in a garage so no council tax is due. You would have to apply for change of use and you would almost never be granted the use of a garage to live in unless it is some huge garage and a lot of building work would be done. As far as I would think. I am no expert on garages1

We just spent the weekend in a countryside Airbnb garage-to-holiday-home conversion. It was cold, draughty, with a noisy ceiling, and still had "garage vibes" about it. Garages are very hard to convert successfully.2

By "garage" do you mean something like a single or double concrete or brick garage for storing one or two cars in, or a garage as in a workshop or service station? If the latter, depending on size it may need to have business rates paid on it.2
