Can a private parking company issue a parking notice for double yellow line parking?

A family member parked on a double yellow line at this location: Google Maps
There is a sign (that was not seen at the time) which says it is private land and that parking is enforcement. I have checked and the parking company is part of the IPC body.
Can a private parking company issue a parking ticket for double yellow lines? Although the notice says it is private land, it very much looks like public road and I thought only councils could issue tickets for double yellow lines?
There are certain exemptions for double yellow lines (e.g. loading or unloading a vehicle). Do these exemptions apply if the double yellow lines are on private land?

They make the 'rules' to suit themselves. Whether it is fair and enforceable would be down to a Judge, if the PPC decides to sue.You could do a check with the council as to whether it is a highway maintained by them, or in fact private land.There are certain exemptions for double yellow lines (e.g. loading or unloading a vehicle).
