Caravan site - Electricity bill

My parents have a static caravan and they have just received their electricity bill from 3rd August to 31st October. The bill has been issued on letter headed paper from the caravan site itself.
Price per unit is £0.81
Standing charge is a flat £20 for the 3 months
I thought the price per unit was capped or am I completely mistaken here?
Should they still receive the Government discount even though they are in a static caravan?

I'm reasonably sure that the electricity on the park will be through a commercial contract, which are not subject to the domestic price cap - but the landlord is not allowed to make a profit by overcharging residents.
You need to have your own domestic energy account with an energy supplier to receive the £400. There is supposed to be a mechanism for providing the support to people in the same situation as your parents, but the government haven't set it out as yet, I'm afraid.0
