    In terms of the location, the new boiler had to go on an external wall and couldn't go in the same place as the old one.
    The surveyor should have told you that and given you an opportunity to identify a more preferable spot.

    So that part is true.

    Moving it may be possible, but it will cost, especially if you want it somewhere away from the existing gas and water lines. It may also be possible to box it in, using the old cupboard doors so it doesn't stick out so much, depends on the required clearances in the manual.

    You're entitled to a functioning product of course. In what way is it not working? Not producing heat or not doing anything at all?
    Did it work at first, before they left?

    The ‘good news’ is that you have a quality boiler which does appear to be working. The most likely reason for cold radiators is an airlock in a vertical pipe. It happens when a system is drained down and re-filled: I assume that the installer didn’t flush your system?

    Modern boilers need to be connected to a water outflow which I suspect is partly the reason why they have positioned it where they have. 

    I don’t want to alarm you un-necessarily as it is the last thing that you need; however, the boiler flue looks to be very close to the window. The boiler itself would seem to be 440mm wide. The installation guide gives the following information:




    If you look at the ‘A’ reading, the distance from the centre of the flue pipe must be 300mm or more horizontally from the vertical side of the window. On the photo it looks be very tight and worth checking. If it is less than 300mm then the installer has failed to comply with Building Regulations and he needs to return to put things right. 

    Edit:

    I should add that the problem can be solved by adding a vertical flue pipe extension.
