Do I have adequate ground to appeal?

I've had a read of the newbie thread, can't say I can fully understand everything as I find it hard to follow things which aren't plain simple instructions.  Hoping to have someone agree whether I stand a chance of appealing, or whether I should just pay the charge and hope to pay the £60 discounted price within 14 days.

Situation:
Visited friends 22-23 Oct, parked in a 'VP' spot (visitor parking) overnight and stayed over.  They own an appartment and have their own parking spot but have a visitor permit they can give out.  We often visit them, but this time forgot to put out the permit.  Car park is run by Parking Control Solutions Ltd (PCS), a BPA member, who sent a notice to keeper dated 25 Oct, with date/time of recorded contravention 23 Oct 9am using manual number plate recognition (guy with a camera).  On their appeals site, they have provided pretty much 360o photos of my car, with the parking signage visible just 2 spots down from where I'm parked.
As far as I can tell, their Notice complies by being sent during the required timeframe, mentions PFA 2012, names themselves as the creditor, reason for parking being "without a valid permit or authority".

What I'm unclear on is whether I stand a chance to appeal 1) being a legitimate visitor 2) the wording on the sign could potentially be ambiguous as it states "cars parked in marked V bays must display a permit" ... however the visitor bays are marked "VP", and 3) although the sign is quite prominent and visible in the daytime, it isn't lit at night.
Even though we visit frequently, can we still claim the last 2?

    Timeline spanning more than 5 minutes? Or just 2 minutes? If the latter then you appeal on lack of consideration period to fetch the permit from the flat - and of course no saying you parked earlier!

    What does the friend's lease/AST say about parking, permits, parking companies, parking charges, paying parking charges and court, as well as the right to quiet enjoyment? What it doesn't say is equally as important.

    If the friend's property rental agreement allows visitors to park without the need for a PPC permit, then the word below in bold is relevant because the driver had the authority of the resident to park and therefore did not breach Ts and Cs.

  • Thank you Coupon-mad and Fruitcake!  My friends own the apartment, so I'm hoping it must be somewhere in their contract.
    Would you say it is better to use only a 1 or 2 choice arguements or to lay down all arguements at once no matter how trivial in my initial response?

    I do not have that information as there are no inidividual timestamps on the photos taken - just the single time given.

    As an update, my friends say that the car park/permit was introduced after they purchased the apartment, so nothing is written in their contract about it, and they have not signed any new agreements regarding permits.  Would this therefore allow me to appeal stating that I had valid authority from the owners of the apartment to park in a visitor parking space?

    When you go online as if to appeal or pay, you can usually view all photos.  You can then see the timeline their crappy evidence spans.

    Yes. If there was no mention of PPCs, permit scheme etcetera in their property rental/lease/ownership documents and that contract hasn't been changed, then everything I said in my previous post still applies.

    You and the resident should complain separately to the landowner, the managing agent or whoever allowed the infestation, and your own MPs.
