Garage forecourt parking

I’ve received a Notice from ‘Parkingeye’ which claims my vehicle was parked at Hopwood Services on the M42. It states that drivers get 2 hours free parking, then a charge is payable (not sure what the charge is).
It is claimed my vehicle was parked for 2 hours 55 minutes but no overstay payment was made.
The circumstances are that the driver came off the M42 because the vehicle had a flat tire.
The Driver parked the car near the gas and air on the garage forecourt - not in the car park - and sought assistance from a recovery service.

The vehicle was not moved from the garage forecourt until the tyre had been replaced, when the vehicle was driven straight out/back on to the motorway; at no time was the vehicle driven into the car park.
The driver has a record of calls made to recovery services, and a receipt of payment made for the replacement of the tyre.
Am I right to assume charges do not apply to vehicles parked on Service Station garage forecourts?

Assuming this is the case, and telephone/payment records can be produced, do I have a strong case for appeal?

Can I suggest the first thing for you to do is edit your thread title to something a little more descriptive of the problem at hand.
The keeper should then send the blue text template appeal easily found in the opening post of the NEWBIES thread.1 -

Parking Eye may well reject your appeal and decide to take this to court to extort money from you. Your defence might include the lack of clear signage (that you clearly did not see) as well as what a judge in a previous case involving a flat tyre called ‘a small vicissitude’ and dismissed the case. Make sure you keep any evidence from the recovery service and you will almost certainly beat them on appeal or in court.1

Nothing has changed. Complain to the landowners, appeal the PCN and if unsuccessful defend in court. Lots of advice in the Newbies thread1
