Parking charge 2 months ago

Hi,
I had an e-mail from my lease company 2 weeks ago that they had received a charge notice and that they have sent my details to them so await word. I have now received the parking charge and it is for an incident at the end of August. The charge was issued, according to the letter on the 27th Oct. Can I appeal for excessive time taken, despite the PCN not citing POFA 2012? I have read the pinned messages and not sure if the default letters covers me.

    So for more understanding...
    Paragraph 14, 2(a) - the creditor has within the relevant period given the hirer a notice in accordance with sub-paragraph (5) (a “notice to hirer”), together with a copy of the documents mentioned in paragraph 13(2) and the notice to keeper;

    Does this require the company to also send me these documents that my lease company (may or may not) have sent?
