Outlook Express problem.....Please help !

Yesterday my internet connection started to drop out every 20-30 secs and I was unable to retain a connection or receive or send any mail.
I rang "Onetel" my internet provider, and they said they were having problems with their servers and were working on it.
They couldn't understand why my connection was dropping out all the time as the 2 green lights were both on and stayed on even though the connection was dropped and suggested that my Alcatel Speedtouch modem might need re-installing.
I've no idea how to do this so a friend of mine did it with the cd that came with it originally.
It seems to stay connected now until I click to see if I have any mail. It starts to receive the mail but immediately drops the connection and I have to click on "Dial" on the "Alcatel Speedtouch" window to connect again.
It happens every single time I click on th "Send/Receive" icon. I 've never had this problem before and I was wondering if my friend either ticked or unticked something in all the internet options etc as he seemed to be doing a lot of that while he was checking through it.
Unfortunately he's 200 miles away now and can't help.
Can any of you wizzards help please ?

To work around this behavior, disable the Hang up when finished sending, receiving, or downloading setting. To do this, follow these steps:
1.On the Tools menu, click Options, and then click the Dial Up tab.
2.Click to clear the Hang up when finished sending, receiving, or downloading check box, and then click OKEx forum ambassador
