APCOA - No barrier, didn't receive first PCN, appealed to "reset", now lost appeal

Hi,

somebody went to Heathrow for a drop-off in my car. There were no barriers at the entrance and funny enough, there were no barriers
at the exit. And before you say: They did not 'dodge' them somehow.... And for the record, about 10 days later or so, somebody
went again for a pick-up this time and now there were barriers when you want to leave to force you to pay. "The driver" obliged to pay.

Now beginning of October I received a "2nd PCN reminder"... ??? I never received the first one. So I appealed and just today
I have received the first letter via email. The 'charge' is back to £40 and I have still 14 days to pay 'the reduced rate'.

I originally wanted to challenge this anyway with the 'Heathrow/APCOA (lengthy) template' letter. Now today they confirmed now
two times (everytime the phone gets cut off) that I do not have any more appeals at all. Instead, they said I should appeal via post.
I challenged that, so I did not receive your first PCN letter, but you want me to appeal via letter? And here we go, the phone disconnects again.

What are my options at this point now? I did wanted to add on the appeal that there were no pay-exit-barriers at the first entry, but there were at the 2nd
drop-off/pick-up, but I do not really have any proof of that.

Should I appeal to POPLA. as it states on the "email letter"?

    We have dozens of threads in 2022 about this scam site and we already know there are no barriers.  We aren't going to say what you think we will say!

    Of course you appeal to POPLA if you have a rejection letter with POPLA code (lasts a month).

    The registered keeper has 100% win at POPLA, as easy as taking candy from a baby.  Just copy any other APCOA POPLA Heathrow appeal.

    We hope you didn't appeal as admitted driver?  Not sure what you mean by appealing with a 'lengthy' APCOA appeal, that's not what is advised at first stage.
