paybyphone app - Leisure Centre - Unwell Persons Class

Can anyone advise please? I registered on the app for free parking with the 6 digit code. Apparently, I made an error with one digit. I didn't know this because it took me to the page that said "Free Parking Site - 2 hours Free Test PBP2021" I didn't realise that it should have said the car park that I was in . I even checked that I had received the email receipt before I left the car park! I came back to a ticket that I challenged and this is where I found out that I was one digit out. So, having unsuccessfully challenged I now have to pay up or take it to the next stage, which is not as simple as stage one I beleive. I have a tremor and hospital letters confirming the diagnosis; it is easy for me to hit the wrong digits on a phone screen. I have already paid a £40 fine at this site 6 weeks before when I parked there beleiving it to be free, because I had been told at reception "It is free to park when you use the centre" not "It is free when you register on the app". When I emailed the Area Manageer of the centre his reply was "Sorry, when you were invited, the paragraph about the parking app was missing - this will be included for others in future". Very nice, but no help. Anyone's help will be appreciated. Many thanks

This is not a fine, and paying was a mistake - we all make mistakes so hopefully you have learnedName of parking company, and name/location of leisure centreIf this car park belongs to/is part of the leisure centre then the the leisure centre will be responsible for the the actions of the parking company ( its agents)You will need to complain to the leisure centre and tell them that they must cancel the parking charge notice issued by their agentsIf you were also told this"Sorry, when you were invited, the paragraph about the parking app was missing - this will be included for others in future".and as a result you ended up with a parking charge notice you should also ask them for a refund.The only oddity here is the charge of £40 so the key part is the name of the parking company - or was this a council run car park?The following questions are critical, and without knowing them offering any more help will be a waste of time:1: Who issued the parking ticket?2: if a private company, then who?3: location of leisure centre?From the Plain Language Commission:

The app is "paybyphone" All on word with "by" written in green. The PCN was issued by Hounslow Council. I challenged it, but they said (about the first one) "We have taken on board your comments but the PCN still stands" So I paid that and when I challenged the second one and they said "you paid to park in "xoxoxo" and you were parked in "oxnoxo" so the PCN still stands. The Leisure Centre is affilliated to Hounslow Council, but the centre manager said he's sorry to hear about it and hopes it doesn't put me off going to the leisure centre in future! I have answered and said "2 x £40 fines in 6 weeks certainly has put me off attending, especially as the session is a concession one for people in pain!"

To win Council PCN appeals you have to do 2 if not 3 stages. Not just one stage.
Should not have paid. The first rejection was standard rubbish and meant nothing. You'd have won that first case at adjudication.
Not sure about this second one because IMHO, the circumstances first time were more in your favour, but most people do win at adjudication v a LA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you all for the replies. Yes, I realise now that I shouldn't have paid the first one
and agree that was my best cvhance of getting one overturned, but as this second one "showed" me that I had 2 hours free parking and sent me a receipt for the same I guess I ought to challenge it. Is adjudication stage 2? I know nothing of this stuff as I am law abiding and follow rules by nature - I always park legally and pay anything owed so am feeling especially peeved over this; also cheesed off because I do not have time to spare on these tripehounds

Adjudication is stage 3. As seen in loads of cases on pepipoo forum - read a few by Googling.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
