bt internet - restriction on line?

last year we went from having two separate lines in house to 1, the 1 the internet was on closed down and the internet moved over to the other line, prior to this internet was 1.5mb and after the change over 0.5mb, the other line was newer and for it to be changed over bt want £165, now today we call bt to find out what the speed would be if we changed over and they advise when they havent in the past that there is currently a restriction on our line, what does this mean!
