Letter from building control consultancy - anything to be concerned about?

    So what you are saying is that Building Control are hiring this firm to travel around the area that they have responsibility for to check up on minor building works that are being carried out without Building Control Approval and send letters to the property owners if they suspect that the work swill need  Building Control Approval.   A bit sneaky?
    So how else are you going to catch people breaking building regs? As the OPs builder sounds a bit dodgy maybe his vans parked outside houses raises more alarms than usual.

    No, nothing like that.

    What I'm saying is it is entirely plausible that the company is employed by the local authority to carry out their building control function on behalf of the council.

    That could/would include following up on reports of building work being carried out without the necessary notice/approvals.  The source of that information would be the same as the options that apply in any other situation, regardless of how the local authority organises its building control function.

    Nothing 'sneaky' about it.

    When you say "a new window added" are you saying you replaced a window or made a new opening and put in a new window?

    They probably came round to inspect the other structural work and noticed the window was not on the application.

    They can indeed but it is very unlikely that Building Control will do so when they have offered the OP regularisation as a solution
