PCN recieved from March

I have this week recieved a Penalty Charge Notice from London Borough of Hounslow for driving down Staveley Road from the junction with Great Chertsey Road at a restricted time. I've looked on Google Maps and can see the restrictions. I have no recollection of the infraction, however in checking my records, it seems probable it is accurate and was me, my destination was not local, London W4, from the south coast. I would not have done it deliberately and can only assume I missed the signs. I'm not from London and find driving in London difficult and stressful! I don't know my way around London and largely follow SatNav directions. So far I assume I have no defence and would have to pay the PCN.
However, the offence was in March, but issued to me on 20th October. Is this delay allowed? I bought the vehicle pre reg and the V5 has not been transferred to me yet, so I presume they went through the garage I purchased from (address is still wrong, sent to my old address, but it has been forwarded on to me at my new address), but even so, this seems like an excessive delay.

    It does seem so late that it is unfair to issue it now.

    Since we specialise here on MSE with parking charges from unregulated parking companies you will be better taking this over to our friends on pepipoo.com as they are the council and police motoring specialists.

    You will need to register on pepipoo with a non-hotmail email address before reading the FAQs, then posting both sides of your redacted PCN with your query.
