Withdrawal from Paypal balance to bank, was reverted, but never received it.

I am asking if anyone has any advice to help me with this, because I am at my wits end and don't know what to do now.

Over 2 months ago, I withdrew £3400 from my Paypal balance to my Revolut account. It was immediately reverted. I never received it back to my Paypal balance.
After many conversations with Revolut, they claim they can confirm that the funds were transferred to Paypal's bank account and even provide me with documenation confirming this, with the FPID on it.
Since that I have being going around in circles with Paypal, asking them a simple request to check the transfer and add it to my balance. But I keep getting responses that they are tracing it and will get back to me within 3-5 days, 72 hours etc. Needless to say, these time periods have passed multiple times, and each time I get similar responses.

To summarize, Paypal received my money from my bank, but are essentially ignoring my requests to add it to my balance.

Have you used their formal complaints procedure?

That almost certainly will not be the case, there will be some kind of glitch that may or may not be apparent at this time that is preventing your balance from crediting, as systems are fully automated, and it would possibly require manual intervention to put right.

I have found PayPal to be wonderful whilst things are going right, but utterly chaotic if things go wrong, the majority of their call centre staff have English as a second language, so explaining your problem can be an issue in itself.

Formal complaint would be the way forward.
