Can I ask to have income tax code changed?

I have received a P800 tax calculation informing that my tax code has been adjusted to allow me to pay back a large amount of tax over the year.
I recently started at a new higher paying job in hopes that it would allow me to pay off nearly 8k in debt, however HMRC have now increased my income tax due to them mistakenly taking too much in the past and I will not be much better off at all. Over the full year the tax will now be nearly 16% of my overall salary.
Can I somehow appeal to them to ask that they take back their money more slowly due to this debt situation?
If so how would I go about doing that?

Possibly.
But HMRC don't change tax codes mid way through the year to start collecting tax from a previous tax year.
Can you explain what has happened with the relevant tax years included.0 -

£XXX
How this will be collected
We will start to collect this amount straight away.
To do this we have reduced your tax-free amount by £XXXX. This means that you will pay more tax until 5 April 2023, so that we can collect the £XXXX owed.
Your tax code has been adjusted for this.
My current tax code is 713LX
