Having searched the forum, I couldn't find an example complaint letter for this purpose, so I've written this one.
Dear Sir or Madam,
In December 2019 I pulled in to Station Approach to pick up a colleague from the train station. I did not leave my vehicle at any point, and was there for a matter of minutes.
Subsequently I received a PCN. I appealed this PCN on the above basis, and my appeal was ignored. In my appeal I requested the following information:
None of this information was provided. I again requested this information and again it was ignored.
This has led to receipt of a large number of threatening “debt collection” letters and subsequently various letters from Gladstones Solicitors (with Parking Control Management as their client) culminating in a Letter Before Claim.
I would like to complain about Parking Control Management’s handling of this affair, and the very fact that they feel a PCN is warranted in this situation. As the landlord their engagement is at your discretion.
I look forward to your response.

- All photos taken with associated timings
- All letters/e-mails sent and received thus far in association with this case
- All data held, all evidence you will rely on

This isn't a thread about any parking incident. It's a template form. WRT my personal situation, I don't care if they know who is driving or not. It doesn't change that what PCM does is illegal and immoral and I will fight it.0

The thread called Successful Complaints About PPCs shows loads of examples. It's the first hyperlink in the NEWBIES thread.
We deliberately provide no template for a complaint, only successful examples. A template complaint would be overused and thus, lose impact the minute a retailer, MA or landowner recognised it.
The opposite is true of the template appeal, where it is a good thing that PPCs recognise it!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
