Another CEL fine

Hi People,

First of all thank you for all you input for gathering Newbies faq

Received fine (Civil Enforcement) for overstaying at shop car park, unfortunately no receipt as been paid in cash and thrown away, cant complain to shop, as technically no proof.

Now I want to appeal because overstayed for 20 minutes (2 hours allowed), but it doesn't fall within 10 minutes grace period (nevertheless will include that text).

CEL have attached proof from camera on entrance and exit

Proof from camera on entrance only show partial registration plate (first letters of reg plate only partially visible like 50%).

Proof from camera on exit show full registration plate.

I want to use blue text from faq for newbies with addition of the following text "Although you have supplied photographic evidence, the number plate cannot be clearly seen on a PCN making this PCN void since vehicle identification cannot be clearly established."

Anything else I could possibly add and is this wording will be okay to use along with blue text?

No point in adding anything more.
Your appeal will almost certainly be rejected whatever you say.

Send the blue text template appeal from the NEWBIES thread, remembering to send it as the keeper.

Then start thinking about your PoPLA appeal.

okay understood, thank you. will it be a valid argument for POPLA ( registration on entry partially visible) to throw it away? or without trying I will not know?

Unreadable VRM will be one of several appeal points at PoPLA.

Complaints to the landowner and shop owner and your MP are always worthwhile. Without complaints nothing would ever change.

As @Fruitcake has said also perhaps there is a local community group.
