Resident parking ticket

Hi kind people. 

 I’m a resident parking permit holder but still got ticket for parking on high road within the same parking zone as my permit. 

 The notice was for :” The PCN was issued as the vehicle was observed Parked without clearly displaying a valid pay & display ticket or voucher”.
 My permit is digital. There are no stickers to put on wind screen. 

 I’ve challenged the PCN but got rejection notice saying: “There is a high demand for pay and display parking bays at the location. Parking bays are introduced to provide a fair distribution of parking spaces to meet the competing demands of shops, businesses, visitors, car drivers and delivery drivers”. 

 Is there any point to take this further or should I just pay it before it’s doubled?

This is a Council PCN and they always reject first appeals.  You do need to go further to properly have your points heard.  Obviously, the discount is no longer in play, but this is all normal if you want to win an appeal.

Are they saying this bay WASN'T 'shared use' for permit holders too?  I think you should take some photos of the signs, the bay and the PCN and post them on pepipoo forum.  That forum has the Council PCN experts all posting.
