Euro Car Parks PCN

Received a PCN from Euro Car Parks for an alleged overstay. £100 discounted to £60 if paid in 14 days.

On the day of the alleged offense, an attempt was made to make payment via web app (pay-by-phone). The website confirmed everything was OK - I have no evidence of this. I do have a declined transaction record on online banking showing i clearly tried to make payment.

The restaurant visited also allows patrons to provide a reg number to allow free parking. I had already made payment for parking so staff said they couldn't do a parking refund and offer free parking; they suggested on subsequent visits not to pay and just advise them of my reg to log it on their system.

On receipt of PCN i contacted the restaurant, the staff member advised he would try and get it cancelled and contact me. I've been aboard and just got back. Pretty sure the PCN hasn't been cancelled. The restaurant is closed today.To make matter worse today is also the date the full amount is due.

I've read the newbies thread. I believe i need to:
1. Continue to complain to the restaurant to get them to cancel the PCN regardless of due date.
2. Since the payment is due today, i should lodge an appeal with Euro Car Parks using the standard template in the newbies thread.

Is that right?

Ps: I received the PCN at my old address (still valid but i rarely stay there). I figured out this is because the registered keeper address of the vehicle is still an old address - must have forgot the change it. This also meant i didnt see the PCN until a good few days later. I understand this is totally my own fault.

    Bung in an appeal stating what happened and that the restaurant has agreed to cancel it.
