PCN Scotland - DCBL

Hi,
Looking for some assistance regarding two outstanding PCN offences taken place in Scotland. Both issued by the same company, Civil Enforcement and have been passed to DCBL. My latest correspondents state both are at the 'Final Notice of Debt Recovery'.
Quick background on the tickets:
PCN1(19/6/21) - Brother is a named driver on my car and was using my car and overstayed in a retail car park for much longer than the time stated by the car park.
PCN2(5/5/22) - I didn't enter my car registration details upon entry at a wedding hall car park to enquire about a private social event. After struggling to find the right person and finding out that the event organiser was not available my time elapsed little to my knowledge. (I wasn't aware there was a reception area in which I had to enter my car registration details within 15mins of entering the car park).
When these fines were initially issued, I did try and get in touch with the retail car park owner and the private hall car park owner but didn't get the desired response. (PCN1) Wedding hall car park said it was out of their hands as it had gone above the threshold time in which they could contact the car park company by the time I contacted them.(PCN2) was a similar repsonse.
I think I misinterpreted the newbies board with regards to what I should've done in the process leading up to where I am as I have been ignoring all correspondents to date which seems like the incorrect thing to do given I could have tried an appeal on at least one of these.
Am I still able to request a SAR for both of these PCNs or is it too late for this? Should I be more persuasive with the retail park car park owners and tell them the situation?
What should be my current next steps? Thanks.
I have attached the most recent dated letter from DCBL for reference.

They are neither fines nor offences.
DCB Limited or DCB Legal Limited? I suspect the former, a debt collection company.
Plan A is always for the keeper to complain to the landowner and their MP.
Plan B is to ignore.
Be aware that thanks to your Dear Leader, keeper liability will be introduced into Scotland in the near future, but probably not until next year. Until then it is safe to ignore a (single) PCN in Scotland. Multiple PCNs are a different matter and a PPC may try their luck with a claim in the Scottish courts. (Simple Procedure rules).
Debt collectors have no powers whatsoever and can safely be ignored throughout the whole of the UK.

Nothing will happen.

As noted by @Fruitcake though, in about a year's time, motorists in Scotland are due to get the shock of the STUPID decision to unnecessarily copy our Schedule 4 POFA 2012 and inflict 'keeper liability' on you all for new private PCNs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I guess I could still complain to the landowner and MP, in case I need to gather evidence if it later gets to the point of reaching the Simple Procedure rules?

It's not going to the Simple Procedure. DCB group are arguably too simple for that...!
