Personally I wouldn't be taking a paycut and listening to promises of future promotions that may or may not ever happen. You'll struggle to ever get that salary back.

Most jobs have problems and you may well find yourself in 6 months time feeling exactly the same or worse about the new job and also having the added delight of being worse off financially.

On the other hand if the new job is something you really want to do that's a different matter but if it's just a case of looking for an exit from current problems I'd be cautious as the grass is seldom greener.
