    Do you need a tower?

Computers have moved on a lot

    The micro footprint work great

Plentry of good second hand machines around  £200 W11 ready, slightly lower spec can get down to £100.

I went for a Dell 7070 ultra even smaller
Got a nearly new for £150

You are right of course, there is no reason why it has to be an actual tower. Would you be able to point me in the direction of where you got your Dell from please?

I use CEX to get base prices for second hand machines got my 7070 from them
    Filter "in stock".
Easy returns if you have a local shop

Also follow hotukdeals a lot get posted on there.
Some find good machines on ebay.

It can take a while to get a feel for the ages based on model and processor.

My initial target was anything intel i5 8th gen or newer.
Was looking at HP 800, Lenovo M70Q and Dells
    All in the micro/mini format.

    Found YouTube useful and servethehome
    Eg.

No need to buy a Micro device, unless you really want one. There is no benefit to performance, unless you are looking to shave your electricity bill. i5 8th Gen, but a 'T' edition.
You can take a look here; https://www.hardware-corner.net/guides/difference-optiplex-3070-5070-7070/ to see which form factor and which range might suit you best going forward.

Not just energy space saving can strap to the back of a monitor.

Can get the format with full fat chips.

given what the op is running they are not an upgrader it's buy maybe up the memory and forget.

SFF may be a cheaper option can be used as a monitor stand.

Indeed SFF is cheaper and better, unless you specifically want a Micro device.
It's just that it goes against your username  :) In this case it's getless4more  B)

Compare your suggested 3070 Micro with a 7070 SFF at a similar pricepoint: https://uk.webuy.com/product-detail?id=sdesdelopt307072b vs https://uk.webuy.com/product-detail?id=sdesdel707009b
